Renfrewshire Council’s latest approval step covers an indicative mix of 181 chargers in council-owned car parks and 255 at on-street locations.
The Renfrewshire allocation is part of a regional concession
The wider Glasgow City Region procurement seeks a single charge point operator under a 20-year concession. The programme requires the successful operator to migrate around 627 existing charge points and install at least 3,034 new ones across eight council areas.
Renfrewshire’s indicative allocation of 436 new charge points therefore sits inside a much larger regional operating model rather than being a stand-alone local installation contract.
On-street charging makes up most of the local plan
The current Renfrewshire proposal allocates 181 new charge points across 56 council-owned car parks and 255 across 179 on-street locations.
That split is important because on-street rollout raises different questions around bay allocation, accessibility, pavement design, resident demand, civil works and long-term maintenance than a conventional car-park installation.
The concession combines expansion with estate migration
The selected CPO is expected to take over operation of existing public charging infrastructure as well as fund and deploy new chargers. That links hardware replacement, backend migration, maintenance responsibility, tariffs and future investment within one long-term commercial arrangement.
The regional procurement notice estimates turnover of around £785 million excluding VAT over 20 years. That figure is expected contract turnover, not public grant funding or an upfront capital budget.
436 chargers are not yet commissioned
The Renfrewshire figures remain indicative. Final sites, charger ratings, hardware, payment architecture and individual deployment dates have not yet been confirmed.
Even so, the programme is a significant example of Scottish councils using a concession model to combine private capital with coordinated geographic rollout rather than procuring isolated charger installations one site at a time.
