The project will be supported by £1.8 million from the government’s Local Electric Vehicle Infrastructure (LEVI) fund alongside additional private investment from Zest.
The new network will focus primarily on residential areas, with particular attention given to communities where access to public charging is currently limited and to households without driveways or other off-street parking.
Part of a wider Hertfordshire rollout
Hertfordshire has been divided into several areas to support the delivery of its wider public charging programme. Zest is one of three operators appointed by the county council and will be responsible for the districts of North Hertfordshire, St Albans and Welwyn Hatfield.
This means the more than 1,000 chargepoints announced under the Zest agreement form one part of a broader countywide expansion rather than representing the full programme for Hertfordshire.
Long-term investment and operation
Under the agreement, Zest will fund, operate and maintain the charging network for 15 years. The model allows the council to expand local charging provision without taking on the capital cost and ongoing maintenance responsibilities associated with the new infrastructure.
Zest said the network will be designed so that it can expand as local demand for public charging increases over time.
Improving access for residents
The rollout will include a mix of on-street charging solutions located close to homes, workplaces and local destinations.
Access to convenient local charging remains an important consideration for drivers who cannot install a private home charger. By prioritising residential streets and previously underserved communities, the programme is intended to reduce that practical barrier.
First installations expected in 2026
Work on the first chargepoints is expected to begin later in 2026. Initial locations will be selected with accessibility and early benefits for residents in mind.
Individual site locations, charger numbers and installation dates have not yet been published. Further details are expected as the council and Zest progress the rollout.
